Tallinna

District heating rehabilitation project

Total installed capacity 2016 MW and total heat load 1651 MW, trench length of the main DH network 320 km and the secondary network 150 km. Number of consumer substations 3 890.

Rehabilitation study 1993-1994

Implementation phase: constant flow was changed
to a variable flow mode, separation of primary
and secondary networks. Replacement of 1051 old
consumer connections, installation of 267 heat
meters, 12 445 line balancing valves, 28 secondary
circulation pumps and 600 control valves in the
existing substations. Installation of O2-analysers
and boiler automation at the Kadaka boiler plant.
Erection of a demineralisation plant with a capa-
city of 300 000 m3/year, installation of side steam
filters at five heat production plants. Installation
of SCADA remote monitoring system and supply of
maintenance equipment, such as maintenance lorries,
pumps and cranes, 1995-1998

Heat exchanger station and pumps at Bernard Road 2x18 MW + 1x25 MW, peak and reserve boilers: LFO fired 4x4 MW + 2x25 MW, gas fired 3x6 MW + 2x15 MW.

Isolation heat exchanger station and recirculation pumps at Park Hill 2x10 MW, transmission & distribution twin piping 37 km. Total connected load 130 MW.

Instrumentation and energy management system
remote controlled and PC-based. Hot water
pareameters: supply 115-95ºC, return 75-65ºC.

Project consisted of five about 1000 MW district
heating systems. All of them also use district heat
to power chilling equipment for air conditioning
in office blocks.

The CHP plants are combined cycle (gas-steam turbine)
power plants.

The total network length is about 350 km.
