Project Description

The Pöyry Energy business group has produced a range of safety documentation and safety cases to support the construction of the preparation of safety cases and safety documentation supporting the First Intermediate Level Waste Encapsulation Plant (EP1), Encapsulated Product Store (EPS1) and Services Building (EPSB1), Sellafield.

Particular Services

The services provided reflect Pöyry's experience of the specification and preparation of safety cases for submission to regulatory bodies; co-ordination of safety assessments; determination and evaluation of the safety cases, as well as technical and administrative support. Working in liaison with the client, The Pöyry Energy business group has been responsible for the production of the following documentation:
  • Functional Specification
  • Preliminary Design Safety Appraisal
  • Pre-Commencement Safety Report
  • Pre-Commissioning Safety Report
A wide spectrum of activities were undertaken in preparation and in support of the above documents. These include:
  • Recommendations to the client on the scope, format and content of safety documentation for the plant, as well as the actual preparation of the documentation. This is particularly true of the Pre-Commencement and Pre-Commissioning Safety Reports, both of which were/are the first documents of their type to be produced by BNFL.
  • Hazard identification and evaluation of proposed designs and their adequacy with regard to defined safety criteria, using such techniques as HAZOPS. Failure Modes and Effects Analysis (FMEA), fault/event tree analysis and consequence assessment.
  • Specification of research and development requirements to allow safety cases to be developed and validated.
  • Consideration of hazards due to external events, e.g. assessments of hazards due to aircraft crashes; determination of design philosophy for achieving the required response of the plant to a seismic event.
  • Technical support to BNFL design, particularly with respect to plant equipment availability/ reliability and hydrogen explosion hazards.
  • Preparation of responses to questions concerning the safety documentation raised by BNFL committees and the NII.
  • Presentation of safety documentation to BNFL committees, principally design committees and safety working parties.
